On February 28, 2006, the Ministry of Information Industry, National Development and Reform Commission, Ministry of Commerce, General Administration for Customs, State Administration for Industry and Commerce, General Administration for Quality Supervision, Inspection and Quarantine, and State Environmental Protection Administration promulgated the final measures for the Administration Products (often referred to as “China RoHS”), which was enforced on March 1, 2006. The legislative purpose of the measures is to facilitate the dismantling and processing of electronic information products, to reduce the environmental pollution caused by electronic information products, and to adjust the behavior during the electronic information product design, production, sale and import processes but not including the behavior of electronic information products recycling.
 
According to the Electronic Information Products Classification Notes announced by Ministry of Information Industry, the electronic information products subject to Measures for the Administration of the Control of Pollution by Electronic Information Products are 11 categories, in which the audio and video products are TV (more than 37cm color TV), projection, PDP TV, LCD TV, VCD/DVD disc players, radio, MP3/MP4, CD player, power amplifiers and other home audio electronic equipment, and its main component parts.
 
Currently, authorities and relevant organizations in China have issued 44 standards (GB/Z 20288-2006GB/Z 21274~21277GB/T 23686,、GB/T 23690,、SJ/T 11364-2006and SN/T 20002005 series standards etc.). These standards involve the requirements of the labeling, risk assessment, and inspection of products.
 
Television, radio, stereo, CD/VCD/DVD player, and other audio and video products must be marked the label of Control of Pollution by Electronic Information Products in accordance with the provisions of the Measures. If the toxic or hazardous substances or elements in electronic information products do not exceed the limited content in national or industry standards, audio and video products should be labeled by figure 1; otherwise, audio and video products should be labeled by figure 2, and provide the name and content of toxic and hazardous substances which exceed the limited content in product manual.
