Product Scope of NAL

The Network Access License (NAL) is a conformity requirement that applies to products needing to communicate on China’s public telecom network. The NAL applies to terminal equipment, radio transmission equipment and other related network interconnection equipment such as phones, faxes, routers, etc.

All products listed in the below catalogue require compulsory conformity assessment before they can be sold on the Chinese market. The Ministry of Industry and Information Technology (MIIT) is the overall authority that manages NAL and maintains a catalogue of telecom equipment, containing 28 categories subject to NAL conformity.

The catalogue was first published in 2001 and some products may not be included in the above list. The MIIT has issued the “new telecom equipment network access trial temporary administration rule” covering new equipment not included in the above list or otherwise not covered by Chinese standards. In the case that a product can be classified as terminal equipment, radio transmission equipment or related network interconnection equipment but does not appear on the above list, it is most likely classified as new equipment and is subject to the administrative rule.

In addition to the NAL requirement, other mandatory conformity assessment requirements are often applied , such as the Radio Type Approval and the CCC mark.
