The main Regulator about the toy in China is General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) .It is a ministerial-level department under the State Council of the People's Republic of China in charge of national quality, metrology, entry-exit commodity inspection, entry-exit health quarantine, entry-exit animal and plant quarantine, import-export food safety, certification and accreditation, standardization, as well as administrative law enforcement.
The main laws and regulations about toys are as follows:
l The Law on Product Quality of the People's Republic of China;
l The Law of the People's Republic of China on Import and Export Commodity Inspection;
l Regulations for the Implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection;
l Regulations on Quarantine and Inspection of Imported and Exported Goods;
l Regulation concerning Management of Compulsive Product Certification;
l Regulation concerning China Compulsory Certification of toys;
l Measures for Administering the Inspection and Supervision of Import and Export Toys.
According to Regulation concerning Management of Compulsive Product Certification and Regulation concerning China Compulsory Certification of toys, six types of toys ,namely Cycles, Electrically driven ride on vehicles and similar products for young children, electric toys, doll toys, plastic toys, metal toys and projectile toys, are subject to the China Compulsory Certification (CCC) scheme.
As to the standards of toy, there are GB 6675-2003 which regulates the requirements of mechanical and physical properties, flammability, migration of certain elements; GB 19865-2005 which regulates the safety requirements of electric toys; GB 4343.1, GB 4343.2, GB 17625 which are regulate the EMC requirements of electric toys; GB 5296.5-2006 which regulates the requirements of directions for use of toys; and four standards of children's vehicles: GB 14746-2006, GB 14747-2006, GB 14748-2006 and GB 14749-2006.
