Regulation for Administration of Recycling Waste Electrical and Electronic Product was enforced on January 1, 2011. It indicates that 5 products (i.e. television, air conditioner, washing machine, and microcomputer) become the first recycling and dismantling products in accordance with the relevant national standards. The government applies the processing fund of waste electrical and electronic products to allowances for recycling costs of electrical and electronic products. Therefore, the manufacturers of electrical and electronic products, consignees of imported electrical and electronic products and their agents should pay the processing fees of waste electrical and electronic products in accordance with the regulation of Recycling Waste Electrical and Electronic Product.
The regulation also stipulates that electrical and electronic product dealers or after-sale service organizations have an obligation to carry out the recycling of the waste electrical and electronic products and give them to qualified enterprises to process; manufacturers respond to offer a certain amount of economic compensation to consumers; meanwhile, consumers should not abandon and dismantle waste electrical and electronic products without approval. If someone process waste electrical and electronic products without obtaining qualifications for processing waste electrical and electronic products, the relevant authorities would ask them to close down, and impose a penalty from RMB $ 50,000 to RMB $ 500,000.
